Die 4CD-Version enthält das Originalalbum, remastered auf 2CDs, mit einer dritten Disc mit Tracks, die exklusiv auf dem Kassettenalbum veröffentlicht wurden. Die letzte Disc enthält „Substance Live“ – ein unveröffentlichtes Konzert aus Irvine Meadows, Kalifornien 1987.
„Substance“ enthält alle Singles der Band bis zu diesem Zeitpunkt in ihren 12″-Versionen mit ihren jeweiligen B-Seiten, sowie die Nicht-Album-Single „True Faith“ und die B-Seite „1963“ mit neuen Versionen von „Temptation“ und „Confusion“.
Das Album ist mit über einer Million verkaufter Exemplare das bis dato meistverkaufte der Band und erreichte in den USA Platin, mit dem Top-5-Hit „True Faith“, zu dem auch das bahnbrechende Video unter der Regie des französischen Choreographen Philippe Decouflé entstand.
